Horses on the Road
Veh. Code 21050 — a rider has a driver's rights and duties, and drivers slow down for a horse
Every person riding or driving an animal on a highway has all of the rights and is subject to all of the duties of the driver of a vehicle under the rules of the road, except those that by their very nature can have no application.
Who handles this in California: State Bar of California, Certified Lawyer Referral Services; and legal aid programs and the state offices, listed in the California directory.
Drivers slow down for a horse. A driver approaching a horse drawn vehicle, a ridden animal or livestock must keep control, and slow down or stop as needed, or when the rider or handler signals, to avoid frightening the animal and to keep everyone safe.
A particular ticket is a question for a licensed California attorney.
