16 Del. C. § 6801 — a volunteer who helps in good faith is not liable, short of gross negligence
A lay person who in good faith, expecting no payment, gives emergency care or rescue help at the scene of an emergency, or takes the victim to the nearest medical facility, is not liable for civil damages, unless the injury or death was caused wilfully, wantonly, recklessly or by gross negligence.
Nothing requires a lay person to give first aid or emergency care to someone who objects.
Calling for help in an overdose has protections of its own. A particular situation is a question for a licensed Delaware attorney.
