Seat Belts And Car Seats

A driver transporting a child 5 years of age or younger uses a crash tested, federally approved child restraint device. Through age 3 it is a separate carrier or the vehicle maker's integrated child seat; for ages 4 and 5 a booster seat may also be used, and a safety belt is enough where the child is carried free by someone outside the immediate family, in a medical emergency, or with a documented medical condition.
A violation of the safety belt section is a nonmoving violation. A person certified by a physician as having a condition that makes a belt inappropriate or dangerous is exempt, and so are some delivery and collection workers on their routes.
