The Electric Bicycle
Fla. Stat. 316.20655 — a bicycle's rights and duties, where bicycles may go
In Florida, an electric bicycle and its operator have all the rights and privileges, and all the duties, of a bicycle and its operator, and an electric bicycle is a vehicle to the same extent as a bicycle. It is not subject to the laws on financial responsibility, driver or motor vehicle licenses, registration or title.
Where it may be ridden. An operator may ride an electric bicycle where bicycles are allowed, including streets, shoulders, bicycle lanes and bicycle or multiuse paths. A local government may regulate operation on its streets and sidewalks, restrict it on paths, beaches and dunes, set minimum ages, and require a photographic identification.
No tampering. No one may modify an electric bicycle to change its motor-powered speed or engagement unless the classification label is replaced afterward.
