Registering to Vote
HRS 11-12 — at seventeen if eighteen by the election, and preregistration from sixteen
A person eighteen or older, or seventeen and turning eighteen by the next election, who is otherwise qualified may register for that election. From sixteen, a person may preregister on proof of age and is registered automatically at eighteen.
Who handles this in Hawaii: Office of Elections; and legal aid programs, lawyer referral and the state offices, listed in the Hawaii directory.
- The application is an affidavit giving name, date of birth, residence and mailing address, and a Hawaii driver's license or state ID number, or failing those the last four digits of a social security number.
- It states that the person is a citizen and that Hawaii is the person's legal residence by intent, not mere presence.
- A voter once registered does not register again for later elections.
- A voter unable to read standard print because of a disability may ask for an electronic ballot by email.
