No one may drive faster than is reasonable and prudent for the traffic, the road surface and width, and the weather, and never faster than the maximum. The transportation department may raise a limit in a speed zone it posts after an engineering study.
Driving so slowly as to impede the normal and reasonable movement of traffic is also a violation, unless a special hazard calls for it. Each violation of either rule adds a $5 fine on top of the other penalties.
