Minn. Stat. 256C.02 — equal use of public places, and the right to a service dog

In Minnesota, people who are blind or have a visual or physical disability have the same right as anyone to the full and free use of streets, sidewalks, public buildings and other public places, and to full and equal accommodations on public conveyances and in hotels and places of public accommodation, subject only to conditions that apply to all.

A person who is blind, deaf or has a physical disability, or a person training a dog to be a service dog, has the right to be accompanied by a service dog in the places listed in the human rights chapter.

The person is liable for any damage the dog does to the premises. Whether an animal qualifies is a question for a licensed Minnesota attorney.
