Minn. Stat. 13.03 — government data are public unless classified otherwise, and inspection is free
Public unless classified. All government data collected, created, received, maintained or disseminated by a government entity are public unless a statute, a temporary classification or federal law classifies them otherwise.
On request, a person may inspect and copy public data at reasonable times and places and be told what they mean. There is no charge to inspect. For copies, the entity may charge its actual costs of searching, retrieving and copying, but not for separating public from not public data.
For 100 or fewer pages of black and white letter or legal size copies, the charge is no more than 25 cents a page. Copies not ready at the time of the request are supplied as soon as reasonably possible.
