Paraphernalia
Minn. Stat. 152.093 — manufacturing drug paraphernalia for delivery is a misdemeanor, and delivering it to a minor a gross misdemeanor
What paraphernalia is. Drug paraphernalia means all equipment, products and materials of any kind that are knowingly or intentionally used primarily in manufacturing a controlled substance, in injecting, ingesting, inhaling or otherwise introducing a controlled substance into the human body, or in enhancing its effect. Items used in conjunction with permitted uses of controlled substances under the chapter or the Uniform Controlled Substances Act are excepted.
Not paraphernalia. The definition does not include the possession, manufacture, delivery or sale of hypodermic syringes or needles, or any instrument or implement that can be adapted for subcutaneous injections, or of products that detect the presence of fentanyl or a fentanyl analog in a controlled substance.

A residue. Controlled substance crime in the fifth degree, for possession, excepts a residual amount of one or more mixtures of controlled substances contained in drug paraphernalia.
