NRS 482.400 and NRS 482.399 — both sign the title, the registration ends with the sale, and the plates go with the seller

When a Nevada vehicle changes hands, the owner whose interest is transferred and the new owner both sign the certificate of title, in writing or electronically, with the new owner's residence address, in the spaces provided on it.

Notice of the transfer within 5 days. Within 5 days after the transfer, the seller may submit a notice of it electronically to the Department of Motor Vehicles.

The buyer immediately applies for registration and pays the governmental services taxes, unless the buyer is a dealer buying to resell, in which case the eventual purchaser does.

The registration ends with the sale. A transfer of ownership ends the seller's registration. The seller may move it, and the same plates if they suit, to another vehicle the seller registers. If no transfer is applied for within 60 days, the plates are surrendered to the Department on or before the 60th day.
