A Small Estate

Surr. Ct. Proc. Act § 1301 — personal property of $50,000 or less, settled by a voluntary administrator

In New York, a small estate is one where the person, living in New York or not, leaves personal property with a gross value of $50,000 or less, not counting the property set off for a family. A voluntary administrator is someone who qualifies to settle the estate without the formality of court administration.
