ORS 659A.421 — source of income is protected, and a voucher counts as income

No one may refuse to sell, lease or rent real property, expel a purchaser or tenant, or set different prices, terms or privileges because of race, color, religion, sex, sexual orientation, gender identity, national origin, marital status, familial status or source of income.

A voucher is a source of income. Source of income includes federal rent subsidy payments and any other local, state or federal housing assistance. A landlord weighing whether an applicant can pay the rent has to take the value of that assistance into account.

A landlord may still refuse based on an applicant's past conduct, consistent with fair housing laws.
