ORS 811.260 — a yellow means stop at the line unless stopping is unsafe
Yellow means stop, if it can be done safely. A driver facing a steady yellow is warned that the right of way is ending and a red is coming. The driver stops at the marked stop line, or before the crosswalk, or before the intersection. Only a driver who cannot stop in safety may go through cautiously.
At a steady red, the driver stops at the line, the crosswalk or the intersection and stays stopped until the green, except where a turn on red is allowed. At a green, the driver may go straight or turn unless a sign forbids it, yielding to vehicles already in the intersection.
