In Pennsylvania, a driver reasonably believed to have violated the Vehicle Code stops on a police officer's request or signal and, on request, shows the registration card, driver's license and financial responsibility information, and writes the driver's name in the officer's presence if required to establish identity.
An officer may stop a vehicle to check registration, proof of insurance, identification numbers or the license when running a systematic program of checking vehicles or drivers, or with reasonable suspicion that a Vehicle Code violation is occurring or has occurred.
A license left at home can be produced within 15 days. No one is convicted of not having a license if, within 15 days of the demand, the person produces a license that was valid at the time at the officer's headquarters, or, if a citation was filed, at the issuing authority's office within 15 days of its filing.
A registered owner is deemed to have consented to produce proof of financial responsibility on a police officer's request. Operating a vehicle without the required financial responsibility is a summary offense with a fine of $300, besides a suspension.
