75 Pa.C.S. 102 — 750 watts, 20 miles per hour, and still a pedalcycle
In Pennsylvania, the Vehicle Code counts a pedalcycle with electric assist as a pedalcycle, so the bicycle rules apply to it.
What qualifies. A pedalcycle with electric assist weighs not more than 100 pounds, has two or three wheels more than 11 inches in diameter, an electric motor system rated at not more than 750 watts, operable pedals, and a top speed of not more than 20 miles per hour on a level surface on motor power alone. A device designed for use by persons with disabilities is not included.
The rules of the road. Like any pedalcycle, it may be ridden on the shoulder in the direction of traffic, keeps right when slower than prevailing speed unless unsafe, and is ridden no more than two abreast outside pedalcycle paths.
A helmet under 12. A rider or passenger under 12 years of age wears an approved helmet, as on any pedalcycle.
