Horses and Buggies on the Road
R.I. Gen. Laws § 31-12-10 — a rider or a buggy has a driver's rights and duties
Every person riding an animal or driving an animal drawn vehicle on a roadway has all the rights and duties of the driver of a vehicle under the rules of the road, except those provisions that by their very nature can have no application.
Who handles this in Rhode Island: legal aid programs and the state offices, listed in the Rhode Island directory.
Which lamps a buggy carries at night, and whether the impaired driving law reaches a rider, are not settled by this section. A particular ticket is a question for a licensed Rhode Island attorney.
