The Teen License and Its Curfew
Va. Code 46.2-334.01 — midnight to 4 a.m., one passenger under 21, and no stop for either
The first license issued to anyone younger than 18 is a provisional license, and its limits end on the 18th birthday.

No stop for it at all. No law enforcement officer may stop a motor vehicle for a violation of these limits, and evidence found through a stop made for one, even with consent, is not admissible in any proceeding.
A violation is a traffic infraction. For a second violation the court may also suspend the juvenile's privilege to drive for up to six months.
The learner's permit and the driver improvement rules for young drivers with points are in the same section and others not covered here. A particular ticket is a question for a licensed Virginia attorney.
