Va. Code 46.2-104 — stop on signal, and show the license and registration card
In Virginia, the driver of a motor vehicle on the highway has to carry the vehicle's registration card and a driver's license, learner's permit or temporary permit. The owner or driver stops on the signal of a law-enforcement officer who is in uniform or shows a badge or other sign of authority.
On request, the card and the license, and a signature to prove identity. On the officer's request, the driver exhibits the registration card and license or permit, and writes their name in the officer's presence if required, to establish identity.
Failing to carry the license or permit and the registration card is a traffic infraction with a fine of $10. A driver who shows the court, before or on the return date, a license or card issued before the summons has complied once court costs are paid.
