A Teen Driver's License
W. Va. Code § 17B-2-3a — a permit at fifteen, an intermediate license at sixteen, and limits on hours and passengers

- Unsupervised driving only between 5 a.m. and 10 p.m., apart from set exceptions such as work and school.
- No passengers under 20 for the first six months, unless family, and no more than one for the second six months.
- No wireless device while driving under 18, except to call 9-1-1.
Those are the limits on a level two license.
Breaking the conditions is a fine of $25, then $50, then $75, and a second moving violation on a level two license brings a suspension. A particular case is a question for a licensed West Virginia attorney.
