A.R.S. 13-2921 — harassment is a class 1 misdemeanor, stalking a felony
To harass, in Arizona's section, is conduct directed at a specific person that would cause a reasonable person to be seriously alarmed, annoyed, humiliated or mentally distressed, and that in fact does. Harassment is knowingly and repeatedly doing acts that harass, or knowingly, in a harassing manner, contacting someone by any means, following someone in public after being asked to stop, surveilling someone, making a false report against someone to a police, credit or social service agency, or interfering with their utilities.
A class 1 misdemeanor. Harassment is a class 1 misdemeanor. The section does not apply to a lawful demonstration, assembly or picketing, to a licensed investigator or peace officer acting within the scope of an investigation, or to a process server doing that work.

A course of conduct includes keeping close to or threatening a specific person on two or more occasions, and using an electronic, digital or GPS device to surveil a person without authorization continuously for twelve hours or more or on two or more occasions.
