Moving Over

IC 9-21-8-35 — a lane over or ten miles an hour under the limit, for flashing lights on the shoulder

Approaching a stopped emergency vehicle showing flashing red, red and white, or red and blue lights, a driver proceeds with due caution and, on a highway of at least four lanes with at least two going the driver's way, changes into a lane not next to it if that is safe; if a lane change is impossible or unsafe, the driver slows to at least ten miles per hour under the posted limit.
