Horses and Buggies on the Road
Md. Code, Transp. § 21-104 — a rider has a driver's duties, and stays off the big highways
Every person riding an animal or driving an animal drawn vehicle on a roadway has the rights and duties of the driver of a vehicle, except provisions that by their very nature cannot apply.
Who handles this in Maryland: legal aid programs and the state offices, listed in the Maryland directory.
Not on the big highways. Except in Charles, Worcester and St. Mary's counties, no one may ride an animal or drive an animal drawn vehicle on a divided highway with a posted limit over 35 miles per hour or on any controlled access highway. In Anne Arundel County a rider may use those highways off the roadway and shoulder.
The same section also sets rules for young riders on highways and trails, not set out here. A particular ticket is a question for a licensed Maryland attorney.
