Mo. Rev. Stat. § 527.270 — a verified petition to the circuit court where the person lives

A person in Missouri may petition the circuit court of the county where they live, verified by affidavit, giving their full name, the new name, and a short statement of the reason, and the judge orders the change if satisfied it would be proper and not detrimental to the interests of any other person.

Someone required to register under sections 589.400 to 589.425, the State's offender registration law, may not change their name for as long as they are required to register.
