Mo. Rev. Stat. § 610.100 — mobile video recordings closed until the investigation is inactive, but open to the people in them

Closed while active. Investigative reports and mobile video recordings of law enforcement agencies are closed records until the investigation becomes inactive.

A nonpublic location. A mobile video recording made in a nonpublic location may be closed, but a person depicted or heard in it, a parent or guardian of a minor, a close family member of one who is deceased or incompetent, or the person's attorney or insurer may obtain a complete, unaltered and unedited copy on written request.

People in the incident. A person involved in an incident, or whose property is, may on written request obtain the complete incident report and access to other closed records about it, subject to a court's power to order portions closed or redacted.
