Neb. Rev. Stat. § 25-21,271 — a petition in district court after one year in the county, and notice published in a newspaper

The district court has authority to change the names of persons in Nebraska.

One year in the county. The petition is filed in the district court of the county where the person lives, stating that the petitioner has been a bona fide citizen of the county for at least one year, with the address, date of birth, reason and the name asked for.

Notice of the petition is published in a county newspaper once a week for two consecutive weeks. The court may waive publication on a showing that it would endanger the petitioner.

For a petitioner under nineteen years of age with a noncustodial parent, notice goes to that parent by certified mail within five days after publication.

The court orders the change on proof in open court of the allegations and of a proper and reasonable cause. A particular petition is a question for a licensed Nebraska attorney.
