Identity Theft
Neb. Rev. Stat. § 28-639 — using another person's identifying information, graded by what was gained
Identity theft is knowingly taking, possessing or using another person's identifying information without consent, to use their identity for an unlawful purpose, to cause loss, or to gain a benefit.

The local police take the report. A person who believes they are a victim may contact the local law enforcement agency where they live, which takes the complaint, gives a copy, and refers it on, even if the crime happened elsewhere.
A court may order restitution as well. A particular case is a question for a licensed Nebraska attorney.
