A posted lot. Parking in a properly posted, restricted lot without the owner's or tenant's consent is an infraction, and the vehicle may be towed at the lot owner's request.
Omaha and Lincoln may handle restricted lots by their own ordinance. A particular tow is a question for a licensed Nebraska attorney.
