A Teen Driver's License

N.D.C.C. § 39-06-04 — an instruction permit at 14, and six months on it, or twelve if under sixteen, before a license

  • A resident at least fourteen years old may apply for a class D instruction permit after passing a written rules test and a vision exam, with a parent's or guardian's written approval.
  • The permit holder drives with a licensed driver at least eighteen years old, with at least three years of driving experience, in the seat beside.
  • Someone under 18 is not eligible for a class D license until holding the permit at least six months, or twelve months if under sixteen.
  • A permit holder may not use an electronic device to talk, text or read while the vehicle is moving, except for an emergency.

A minor at least fifteen years old may get a restricted class D license to drive a family member's car unaccompanied, on a parent's written recommendation, after driver's education and at least fifty hours of supervised driving. The family member who owns the car is responsible for damages from the minor's negligent driving.

Until eighteen, a class D licensee may not talk on or text with an electronic device while the vehicle is moving, outside an emergency.
