ORC 2923.125 — what a licence still gets you after permitless carry
Ohio allows a qualifying adult to carry a concealed handgun without a licence. The licence still exists, is still issued by a county sheriff, and still does several things that carrying without one does not, which is why the question of whether it is worth having has a real answer rather than an obvious one.

Recognition across a state line is the part with nothing behind it if the licence is absent. Permitless carry is a rule about Ohio. It says nothing about what another state permits, and an arrangement between Ohio and another state runs through the licence rather than around it. Anyone crossing a line is under the other state's law once they are over it.
The qualifying adult standard and the licence standard are not the same test. A licence application is decided by a sheriff against the statutory criteria, and an applicant who does not meet them is refused. Carrying without a licence still requires meeting the qualifying adult definition, and somebody under a weapons disability meets neither.
