ORC 3796.04 — legal to possess is not legal anywhere
Possessing within the adult use allowance and using wherever you happen to be are two different permissions. The marijuana chapter prohibits knowingly consuming it in a public place, and the prohibition is separate from anything about quantity.

- A public place has the meaning the smoke free workplace law gives it: an enclosed area to which the public is invited or in which the public is permitted, and that is not a private residence.
- An enclosed area has a roof or other overhead covering and walls or side coverings on all sides, or on all sides but one, whatever openings it has for getting in and out.
- A person operating a public place may not knowingly permit consumption there.
- A vehicle has its own statute on transporting marijuana, which is a separate question from using it.
The definition turns on the roof and the walls. Because a public place is defined as an enclosed area, a park shelter house roofed and walled on all sides but one is inside the definition, and an open field under the sky is not. What a municipality, a park district or a property owner prohibits on its own ground is a separate question this page does not describe.
The chapter does not require an employer to permit or accommodate an employee's use, possession or distribution of marijuana, and it does not stop an employer enforcing a drug testing, drug free workplace or zero tolerance policy. A rental agreement may prohibit growing at home, and a residence rented under one that does is not a place the home grow allowance reaches.
The car is the place this catches people. Being permitted to possess says nothing about a vehicle. Transportation in a motor vehicle has its own provision, and use inside one is a different question again from either of those. Where smoking of any kind is barred under the smoke free workplace rules is a separate scheme with its own enforcement, and the section on where nobody may smoke sets that out.
