In Pennsylvania, no one may drive faster than is reasonable and prudent for the conditions and the hazards, or faster than will allow stopping within the assured clear distance ahead.

Speeding is a summary offense with a fine of $42.50 where the limit is 65 or more, or $35 otherwise, plus $2 for each mile over five miles per hour above the limit.
