Horses and Buggies on the Road
23 V.S.A. § 1014 — a rider or a buggy has a driver's rights and duties
A person riding an animal or driving an animal drawn vehicle on a road has all the rights and duties of the driver of a motor vehicle under the chapter, except those provisions that by their very nature can have no application.
Who handles this in Vermont: Vermont Bar Association, Find a Lawyer; and legal aid programs and the state offices, listed in the Vermont directory.
Which lamps a buggy carries at night, and whether the impaired driving law reaches a rider, are not settled by this section. A particular ticket is a question for a licensed Vermont attorney.
