Negligent and Grossly Negligent Operation
23 V.S.A. § 1091 — ordinary negligence on a public highway is a crime, up to one year and $1,000
Driving on a public highway in a negligent manner is negligent operation, judged by ordinary negligence, whether the person breached a duty to use ordinary care. It carries up to one year and $1,000, or two years and $3,000 after a prior conviction or when serious injury or death results to someone else.
Grossly negligent operation is the higher offense in the same section, with its own standard and heavier penalties.
