At delivery. An owner transferring an interest executes, at the time of delivery, an assignment and warranty of title on the certificate, and the owner or person holding the certificate causes it to be mailed or delivered to the transferee.

A written disclosure. No person transfers a motor vehicle without disclosing in writing whether any of the information specified in s. 342.10 (3) applies to it, and no transferor knowingly gives a false statement in that disclosure.

The buyer, promptly. The transferee, promptly after delivery, executes the application for a new certificate and delivers or mails it with the certificate to the department. A transferee who with intent to defraud fails to apply immediately may be fined not more than $1,000 or imprisoned for not more than 30 days or both.
