Tobacco and Vapes Under Twenty One
A.R.S. 13-3622 — a petty offense on both sides of the counter, with a fine of $500 to $750
Knowingly selling, giving or furnishing a tobacco product, an alternative nicotine product, or a pipe, hookah or other instrument made only for smoking tobacco or shisha to anyone under twenty one is a petty offense. So is buying, possessing or knowingly accepting one while under twenty one, and so is lying about age with an ID to get one.

A course and a fine. For a violation, the court orders a court approved tobacco retailer course and a fine of at least $500 but not more than $750. A store with repeat violations at the same location faces a class 3 misdemeanor and more.
The licensing of retailers and the rules for online sales are under other sections not covered here. A particular charge is a question for a licensed Arizona attorney.
