Something that makes the road dangerous is worse. Willfully leaving debris or an object on a highway or street that impedes traffic or creates a hazardous driving condition is a misdemeanor, with a fine of up to $2,500, up to six months in the county jail, or both.

For littering on property, a court can add 8 to 40 hours of supervised public service cleaning up debris. Whether a particular charge fits is a question for a licensed Idaho attorney.
