KRS 61.810 — every meeting of a quorum where public business is discussed is open, with listed exceptions
All meetings of a quorum of a public agency at which public business is discussed or action is taken are open to the public at all times, except for the subjects the section lists, among them pending litigation, real property deals where publicity would affect the price, collective bargaining, and discussions that might lead to discipline or dismissal of a particular employee.
- In open session, the agency announces the general nature of the business, the reason, and the specific exception before closing a session.
- A closed session follows only a motion carried by majority vote in public.
- No final action is taken in a closed session, and nothing is discussed there except what was announced.
