Md. Code, Transp. § 16-113 — the provisional license drives alone from 5 a.m. to 12 midnight

A provisional license holder under 18 may drive unsupervised only between 5 a.m. and 12 midnight. Every provisional license also carries a restriction that the driver and every passenger be belted or in a child safety seat. The hour limit and the belt restriction end when the holder turns 18 years of age.

The learner's permit, the passenger limits and the penalties for breaking these restrictions are in other parts of the section and others not covered here. A particular ticket is a question for a licensed Maryland attorney.
