Signing Over A Car
Md. Code, Transp. § 13-112 — the assignment and the title at delivery, and a fee after 30 days
At delivery. An owner transferring an interest in a vehicle, at the time of delivery, executes an assignment and warranty of title to the transferee, with a statement of each security interest, lien or encumbrance, and delivers the certificate of title.
The buyer, promptly. Promptly after delivery, the transferee completes an application for a new certificate and mails or delivers it with the certificate. If the Administration does not receive them within 30 days after delivery, it may assess an additional service fee.
Titled vehicles only. No person other than a dealer buys, and no person sells, a used vehicle of a titled type unless a certificate of title, or a registration from a place that does not title such vehicles, has been issued.
