Minn. Stat. 325F.69 — fraud or deception in a sale is enjoinable whether or not anyone was misled

Whether or not anyone was misled. Any fraud, unfair or unconscionable practice, false pretense, false promise, misrepresentation, misleading statement or deceptive practice, meant to be relied on in connection with the sale of merchandise, is enjoinable, whether or not anyone was in fact misled, deceived or damaged.

Offering a rebate or discount for the buyer's list of other prospects, earned only if later sales happen, is prohibited as referral selling.
