How the 11 days are counted. The day of mailing or service is left out and the last day counted, unless it falls on a Saturday, Sunday or holiday. A mailed appeal is filed on its postmark. Each period may be extended for good cause.

An appeal to the Board of Review is a matter of right where the tribunal reversed or modified the original determination, and at the Board's discretion otherwise.
