NRS 484B.763 and NRS 484B.270 — a driver's rights and duties, and 3 feet when a car passes

A person riding a bicycle, an electric bicycle or an electric scooter on a Nevada roadway has the rights, and is subject to the duties, of the driver of a vehicle, except where the bicycle sections say otherwise or a rule by its nature cannot apply.

A rider stays as near the right side of the roadway as practicable, except when keeping pace with nearby traffic, preparing to turn left, or when it would not be safe, as when objects, vehicles, pedestrians, animals or surface hazards are in the way or the lane is too narrow to share side by side. Riders do not go more than two abreast except on paths or parts of the road set aside for them.

A driver overtaking a rider going the same way moves to the lane to the left where there is one and it is reasonably safe; on a road with one lane each way, the driver passes at a safe distance of not less than 3 feet, and may cross the center line or pass in a no-passing zone to do it when safe.

  • Intentionally interfere with a lawful rider.
  • Enter, stop, stand, park or drive in a bicycle lane or path, except to enter or leave an alley or driveway, with a disabled vehicle, to avoid other traffic, on official duty, at a police officer's direction, or in an emergency.
  • Fail to yield to a rider in the lane or path.

Those are what a driver may not do. A rider in turn may not intentionally interfere with a motor vehicle, or pass one unless it can be done safely.
