ORS 811.210 — everyone belted, rear-facing under two, and a booster to four feet nine
A driver has to be properly secured with a safety belt or harness, and so does every passenger 16 years of age or older. A driver carrying a passenger under 16 has to see that the passenger is properly secured.

Failure to properly use safety belts is a Class D traffic violation. A booster is not required where the rear seat has only lap belts and the child wears one.
