ORS 811.515 — lights from sunset to sunrise, and whenever 1,000 feet is not clear

A vehicle's required lights are displayed on a highway whenever limited visibility conditions exist: any time from sunset to sunrise, and any other time when people and vehicles are not clearly discernible on a straight, level, unlighted highway at 1,000 feet.

Not parking lights alone. While driving in those conditions, parking lights may not be lit unless the headlights are on too or they are being used as turn signals. A vehicle parked on the roadway or shoulder in those conditions displays parking lights.

A lighting violation is generally a Class B traffic violation, with some lesser ones Class D.
