One Plate, And Nothing Over It

75 Pa.C.S. 1332 — securely fastened, and not so dirty, covered or obstructed that it cannot be read

Fastened. Every registration plate is securely fastened, at all times, to the vehicle it is assigned to, as the department's regulations provide. A motorcycle plate with vertically aligned characters may be mounted vertically.

Not obscured. It is unlawful to display a plate so dirty that the number or letters cannot be read at a reasonable distance, or one that is illegible, obscured, covered or obstructed in a way that inhibits an automated red light or other authorized enforcement system, or an electronic toll collection system.
