75 Pa.C.S. 3112 — the yellow is a warning, and a turn on red after stopping unless signing prohibits it
The yellow is a warning. Traffic facing a steady yellow signal is warned that the related green indication is being terminated, or that a red indication will be exhibited immediately after.
Red, then a turn. Traffic facing a steady red signal alone stops at a clearly marked stop line, or if none before the near crosswalk, or if none before the intersection, and remains standing until an indication to proceed is shown. Unless signing prohibits it, traffic may then enter to turn right, or to turn left from a one way highway onto a one way highway, yielding to pedestrians in an adjacent crosswalk and other traffic lawfully using the intersection.

Pedestrians. A pedestrian facing a steady yellow is advised there is insufficient time to cross before a red is shown, and does not then start to cross; a pedestrian facing a steady red alone does not enter the roadway, unless a pedestrian signal directs otherwise.
