Tattoos Under Eighteen
26 V.S.A. § 4102 — a minor needs a parent's written consent, and can't be the tattooist
A tattooist may not tattoo a minor without the written consent of the minor's parent or guardian. Tattooing, permanent cosmetics and body piercing may be practiced only by someone licensed, and no one under 18 may practice them at all.
Who handles this in Vermont: legal aid programs, lawyer referral and the state offices, listed in the Vermont directory.
The penalties are set in the professional regulation law, not in this section.
