W. Va. Code § 38-1-3 and W. Va. Code § 38-1-4 — a trustee's sale at public auction, after published notice and certified mail

Most home loans are secured by a trust deed. After a default, and once the conditions in the deed are met, the trustee sells the property at public auction when the creditor requires it.

Published and mailed. The trustee publishes a notice of the sale as a Class II legal advertisement in the county, and serves a copy on the borrower by certified mail, return receipt requested, at the address on the deed or a later one the borrower gave in writing.

Notice is complete when mailed, even if it comes back refused or undelivered, so a current address on file with the lender matters. A particular foreclosure is a question for a licensed West Virginia attorney.
