Open Meetings
W. Va. Code § 6-9A-3 — meetings of governing bodies are open, with notice in advance
Except where the law specifically provides otherwise, all meetings of any governing body are open to the public, and each body makes the date, time, place and agenda of its meetings available in advance.
Fifteen minutes. A body may remove someone who disrupts a meeting, but people who want to address it may not be required to register more than fifteen minutes before the meeting starts.
State executive bodies post notice on the Secretary of State's website in advance. Whether a closed session was allowed is a question for a licensed West Virginia attorney.
