- A person at least fifteen may apply for an instruction permit, good for one year, to drive with a licensed person at least eighteen in the seat beside them.
- At sixteen, after holding the permit and at least fifty actual driving hours of practice, including ten hours at night, the driver may apply for an intermediate permit.
- An applicant under eighteen has the application signed by a parent or guardian with custody.

The intermediate permit's limits. A driver on an intermediate permit carries no more than one passenger under eighteen outside the immediate family unless a licensed adult is along, and drives only between 5:00 a.m. and 11:00 p.m. outside the listed exceptions. Breaking either rule suspends the permit for 30 days.
